Job Role & Responsibilities

  • Developing and leading the full programme of works from feasibility to successful implementation.
  • Future-proof approach to ensure our clients long-term strategy for manufacturing processes and packaging is included
  • Management of a team of assigned project managers
  • Defining the strategy for transferring existing products from our current Line 2
  • The Programme Manager will shall define and execute office expansion and employee relocation (within the Elstree site) to enable this programme of works
  • Development and oversight of the regulatory programme associated with products transferred from Line 2 and new product introduction to Line 4 (as applicable)
  • Overall accountability for the successful programme, developing the business case and leading through the formal capital project gate reviews from feasibility, detailed design, execution, commissioning, validation and implementation
  • Ensuring the programme governance process is adhered to with formal documentation and reporting
  • Explore opportunities for contract product filling for third parties
  • Planning and designing the programme, proactively monitoring its progress, resolving issues and initiating appropriate corrective action having previously incorporated lessons learned from recent major investments at the site in the medium term
  • Ensuring effective quality assurance and the overall integrity of the programme – focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with infrastructure planning, interfaces with other programmes and corporate, technical and specialist standards
  • Managing to prevent scope creep and risk to ensure deliverables are met as approved
  • Ensuring the delivery of new products or services from projects is to the appropriate level of quality, on time and within budget, in accordance with the programme plan and programme governance arrangements
  • Ensuring there is allocation of common resources and skills within the programme’s individual projects
  • Managing third party contributions to the programme
  • Strong business case development and preparation for routine reviews/approvals approvals following defined internal processes
  • Adherence to the procurement processes including contract and purchase negotiation with third parties
  • Ensuring the timely completion and publishing of project and programme documentation- to defined internal processes
  • Managing communications with stakeholders to include regular organisation-wide communications
  • Managing dependencies and interfaces between projects
  • Working with our internal customers to ensure smooth transition to business as usual processing as the project concludes
  • Evaluating and proposing activities and interventions where innovation or best practice becomes an opportunity for improvement within budget and agreed timelines
  • Provide a lessons learned evaluation and guidance (output) at the point of handover


  • The role holder shall have a demonstrated track record in leading large multi-disciplined construction and engineering programmes within the pharmaceutical or medical device industries
  • Experience and knowledge of sterile manufacturing processes is desirable
  • Space-planning and Lean manufacturing process knowledge is an advantage, including office space planning and manufacturing process flow
  • Training in Health and Safety including CDM, NEEBOSH or at a minimum IOSH is essential
  • Organisational change management is required with strong communication skills
  • Proven track-record of successfully delivering complex projects of significant size on-time and on-budget
  • Will bring energy and commitment that fosters relationships across the business that provides a successful outcome
  • Have tenacity to establish consensus from ambiguous and complex issues
  • Formal project management qualification or equivalent experience
  • Budget management and spend control (and reporting)
  • Effective leadership, interpersonal and communication skills
  • The ability to command respect and to create a sense of community amongst the members of the project to develop a highly effective team
  • Strong knowledge of techniques programme governance, for planning, monitoring and controlling programmes
  • Experience and knowledge of budgeting and resource allocation procedures
  • Experience of programmes of high complexity and high financial value
  • The ability to find ways of solving or pre-empting problems
  • Risk based project and/or programme management
  • Sufficient technical understanding to challenge and approve project proposals
